
The University of Minnesotan Fellowship is offering fully funded fellowships for international students for the 2025-2026 academic year. These fellowships provide an excellent opportunity for students to pursue a Master’s degree at the Hubert H. Humphrey School of Public Affairs, equipping them with the skills and knowledge necessary to tackle global challenges such as poverty, food insecurity, and climate change.
Eligibility
To be eligible for the University of Minnesota Fellowship, applicants must meet the following criteria:
Academic Qualifications: Hold a Bachelor’s degree or equivalent from a recognized institution. A minimum undergraduate GPA of 3.0 on a 4.0 scale is preferred.

Professional Experience: Demonstrate a strong academic and professional track record, along with excellent interpersonal skills showcased through community work, extracurricular activities, or entrepreneurial initiatives.
Financial Need: Show an inability to finance studies through personal resources.
Language Proficiency: Possess valid English language proficiency scores with a minimum of 600 (paper-based), 250 (computer-based), or 100 (Internet-based, with at least 22 in each section) on the TOEFL, or a minimum score of 7 on the IELTS.
Standardized Tests: Submit valid Graduate Record Exam (GRE) scores; no specific minimum score is required.
